there was an error while executing vboxmanage a cli used...とかでてvagrant upできない現象

there was an error while executing vboxmanage a cli used by vagrant windowsとかエラーがでてアクセスできない現象が発生した。

とりあえずOracle Virtual Box Managerを管理者権限で立ち上げるとシャットダウンしたはずの仮想マシンが動いていたのでこれをOracle Virtual Box Managerから強制終了した。するとちゃんとvagrant upできるようになった。
